Luminescent Abrogo and Luminescent Cambiare Stones have been disabled due to a bug that was introduced with the 1.99 patch:

The Luminescent Abrogo Stone and Luminescent Cambiare Stone have been temporarily removed from the Bounty Merchants in each realm. There is currently an issue with these items that is causing them to display an incorrect price of 200 Bounty Points and 10 bounty points when they actually cost 5000 Bounty points and 50 bounty points respectively. They will be placed in the stores again once this issue has been resolved.

In the meantime, any players who purchased the Luminescent Abrogo Stone for 5000 bounty points or the Luminescent Cambiare Stone for 50 bounty points can submit an appeal to In-game Support for assistance.
