I knew this was coming and told people so. Not because of dual spec, but because of the extreme tinkering being done with skills. The fact that some skills are being changed in terms of how many points can be put in them was a clear signal that we'd be getting a talent wipe again.
Free Talent Respecs Coming in Patch 3.1
In response to a question in the official hunter forum regarding the possibility of a free respec due to the changes in the Survival tree, Greg "Ghostcrawler" Street announced that all characters will have their talent points refunded when patch 3.1 goes live due to the upcoming implementation of the dual spec system.
"That is also one of the reasons we messed around so much with the talent trees. You are unlikely to see so much tinkering for future content patches."
So according to this comment, it would seem that the devs are also using the dual spec feature as a way to clean up the talent trees at the same time. At least you can expect a free respec before you start your foray into the dual speccing.
