Finding Him

Just use Ctrl-F and look for Ghul Rustem-General Merchant.
When you get to him hop off the dock and wait for furtive to come by.

All right, be sure you've got your mind crystal on you when you kill this guy or the note won't drop. He spawns -- and can be killed -- regardless of whether or not anyone with a mind crystal is around. When me and my 75 bard friend whacked him, I'd forgotten to get my mind crystal before we killed him, so the note didn't drop for me then. He respawned about two hours later, and I tried him alone with nothing but self buffs, me being a 66 druid with decent gear. I followed this guy from his spawn spot in the Lion's Mane Inn under the docks to the west.

(Run into the Lion's Mane Inn, run forward and jump over the counter, swing right and into the first hall. Pass the first two doors, which are across from each other, and the next door on your right is the furtive figure's. When he gets up and starts pathing, he leaves the Inn, passes the Maiden's Lure, then goes down the stairs and under the docks. He'll stop pathing when he walks up to the water in front of the Rat Misk guy, then start walking back to the Inn about a minute or so later.)

I rooted him when he was pathing back to the Inn for 208 damage, which didn't lower him from 100% health. He immmediately began casting a 350-pt nuke, the roots broke, and ran after me. He beat me down to 60% before I outran him, floating over the water to the west while he swam after me. After about a minute of him taking 122 damage every six seconds from my DoT, he was down to 94%, and after that I just zoned out :(

BTW, in yellow text you'll see an emote if you're close to him: The Mind Crystal grows warm. It repeats itself every six seconds or so.
Easy kill

Creepy guy. Kinda reminds me of Michael Myers, AKA "The Shape."

He doesn't respond to hails either. He wanders too.

Apparently this mob doesn't like people who follow Bertoxxulous -- I happened to wander near him behind the desk, I didn't hail him or anything, and whammo- I was hit for over 400 points of damage with one hit. There was no warning or hate message such as "I really hate rogues," etc etc. Just death.

I was waiting for this guy to leave his room and head for the front counter when I notice on track he was headed a different direction. He ended up down at the docks near Raz The Rat Misk. It was easy to snare and root rot him down there. Since he is a caster buffing your resists before the fight can't hurt.

If an appropriately flagged druid is at the correct stage of their 1.5 epic quest, then you will see an emote "The Mind Crystal grows warm." every few seconds when you are standing near him. You kill him and loot a Hasty Note.

If you already have a Hasty Note somewhere (in your inventory or in the bank) then you will NOT get the emote and the corpse will NOT have another note on it to be looted. If you destroy your previous note, then it will work correctly again, as described above.

Welcome to the more advanced quest system.
