Spawns in spider form by handing an Odd Looking Spider the Note to Stiggle. At 50% health changes to gnome form. At 20% health spawns ten of A Tiny Clockwork.

Stiggle's Crimson Shawl
This mob may be bugged right now. Killed both last night & today and did not drop anything. Last night I burned it just before 20% so no adds would pop. Today I let it pop its little spider adds and still no drop.
Ok. Got this figured out now. Stiggles definately does not drop the Outcast's Torn Left Page, but one of the A Tiny Clockwork spawns has it.

If it helps, we used 2 groups, mostly melee, with 2 chanters.
Stiggles does not appear to aggro immediately upon the turn-in, MT had no problem grabbing aggro immediately. The spiders he spawns are kind of a pain, and they are very small, like the trap beetles in zone. He changes form at 50%, and spawns the spiders at 20%, as reported.
The Tiny Clockwork Spiders are not level 60 - someone guessed around 55, based on spell resists.
