this dude does not drop Muramite Greaves Armor
Once your Qvic flagged you will need to either:
a. Kill Cynosure with a raid force
b. wait until Cynosure is not up
Then just clear you way to the tunnels and in the back is the quest dude for Inktuta mission. Just accept the mission and when you zone in all the nearby mobs are non aggro. He is just a ways ahead at the corner.
Move your group up and hug east wall and single pull him for the win. Just wait for roamers to path away and its a simple pull.

Outdated, access is a bit easier now.
You need Uqua and Ikki4 flags to get into Qvic. Ink zone is off Qvic, this is the first named that is near entrance on most occasions. Sometimes does not pop for the expedition.
The shielding and +1% augs are trash drops all over the zone, very common, and he has a chance to drop molds.

I'm pretty sure this guy doesnt drop this armor. I know it drops off the boss and the "curse callers" parts of this trial but I'm pretty sure legs would not drop of the very first named in the zone. I've only seen this named drop the Qvic quest armor pieces (all but legs/bp)

I believe a jeweler can cut the gems to increase the stats on them if I'm not mistaken

You can't, if you could it would say that it can be used in tradeskills which it doesnt. Unless they changed it.
Must be thinking of the OoW AUGs.
Imperfect Onyx Shard dropped off him. A +40 mana aug . ..... ... I thought we were doing Inktu`ta but according to loot like that, we should just go back to doing LDoNs
Also dropps Uncut Shimmering Emerald +1% DoT shielding.

where do I get to this guy? Any tips on how to kill? Who do I need?

To get to this guy, you'll need a Smith Rondo kill (or four sewer trials), Vxed, and Tipt flags for KodTaz access. After that you'll need to complete the last Ikkinz expedition and finish Uqua for Qvic access. The expedition entry for Inktu'Ta is in the back caves in Qvic.
This guy is right near the entrance of Inktu'Ta and can sometimes be single pulled to your raid before anything else. He also drops various augments not listed (I don't remember their names).

To get to Inktu'Ta now all you need is Uqua and Ikkinz 4. You don't even need to be KT flagged, provided you get gimped in for the raids and to do the turn in.
As for KT flag just Tipt is required now.
This mob spawns by the ZI and can easily be singled. Need 12 people in a raid in order to get the Inktu'Ta instance, but mob can be 1 grouped. He is unslowable. Will drop 1-2 items from list; have never seen the bp or legs. We'll usually do this after clearing the Mshas to try and get another armor drop.
