I heard similar dialog but it went like this:

Enot says "Hello Hemfar. I hope you are well! Have you been able to locate the tome I requested?"

Librarian Hemfar says "Hello, Enot! I'm sorry but I haven't been able to find that tome yet. My assistants and I are still searching I will let you know as soon as I find it."

Enot says "That's quite all right, Hemfar. If anyone can find what I'm looking for, I know you can!"

Maybe he's just there to "advertise" for Hemfar.

In to which Librarian Hemfar says " Hello to you Enot! I actually just got it in today. Here you go. I hope you find the imformation you're looking for."

Enot says, "Many thanks Hemfar. I hope you didn't have to go to too much effort on my account.

He wanders down the path on the first floor of the city from the small city area down to the guards at the western side of the zone/hollows. Occasionally, he says, "Hmmmm. Interesting. Very interesting!"
