Since Storm Legion (2.0) is a level 60 boss in the Triumph of the Dragon Queen 10-man instance

Expert Fight Encounter

Jultharin stands on a ledge of the volcano prior to entry into the last cave system.

He has a Cleave ability, and a Disorient ability (Melee only) which is easily avoided by running out as he channels it. The encounter itself has a time limit in the form of a wall of magic moving towards the cliff ledge which will eventually push the part into the volcano. The wall spawns as soon as he's engaged and slowly moves towards the cliff edge to the north.

The fight has a fairly short timer (120 seconds?), but most groups capable of making it this far should be able to handle this timer. If defeated in less than 100 seconds, the party will earn the Back In The Bottle achievement.

One strategy is to move the party around to the point of the ledge before engaging, this allows them to stay in place rather than moving and losing DPS while in motion. Other than keeping him facing away from the party to avoid the Cleave, it's a simple DPS race.
