From the GU55 patch notes: Guard Tellik has moved to the Butcherblock Docks. Adjustments were made to Guard Tellik and Assistant Deldry's dialog.

Take an agreement proposal to Assistant Deldry at the Butcherblock docks. She's at 717, 24, 577 .
