This quest takes place in an instance under the Tower of the Four Winds. The map for this is the same as The Forsaken City.
Just inside the instance you will find the body of a failed initiate. Loot the corpse to find an enchanted throwing hammer. This weapon will render the terracotta warriors inert so you can collect them.

To return to the Tower, use one of the Dimensional Portals. There are at least 2, one of which is in the chamber you arrived in.
