I know there are a lot of demands on your outrage since the election, but this excellent piece of investigative journalism into pre-trial detention in Chicago came across my Twitter timeline this afternoon, and it's a disgraceful fucking tragedy.
I'd be more than happy to move to a no-cash bail system, but even just forcing cops to actually show up for scheduled court dates would be a start.

More incentive for the cops to show the hell up wouldn't hurt. Keep the bail, though. Places use the prison population as low cost labor, and they can use their pay to buy things in prison commissaries.
