Stormstrike can proc your windfury on your weapons and you can use WF on both your weapons however unless both your weapons are 2.6 speed or slower then usually it's a better idea to go with WF main hand, which should be slow, and Frostbrand or Flametongue off-hand.

(Reason being the 3 second cooldown on WF procs makes the faster swings of fast weapons taking from could-be procs of a nice slow weapon a complete waste of time)

Use windfury on your weapon with more DPS and frostbrand or rockbiter in off hand depending on DPS if its low DPS in off-hand use rockbiter and if they DPS is decent use frostbrand to slow them down.

Careful with the above.. For windfury works better with a higher 'Damage Per Swing' rather than dps. Slower weapons may have a lower dps but more per swing.
For example I carry both these atm;
Thornstone Sledgehammer & Grinning Axe of The Tiger
Note the Axe has a higher dps but the Hammer has a higher damage output overall, due to windfury extra attacks. So bear this in mind when selecting weapons and buffs. This is very important to an Enhancement Shaman.

As your leveling a Shaman generally speaking whatever the newest or highest ranking weapon buff you have will be the best for you at the time. Once you hit 70 however and start getting good gear this no longer becomes the case.

Windfury - Scales with STR and AP
Frostband - Scales with Spell Damage
Flametongue - Scales with Spell Damage
Rockbiter - Fixed, DOES NOT scale.

So if your Enhancement your going to want to dual wield windfury on both weapons. Without the math even if your offhand steals a proc the bonus damage will outweigh any other buff on the table due to the scaling.

If your Resto or Elemental I would be looking at Frost or Flame on your weapons as it's damage will scale with that gear.

Rockbiter becomes useless once your 70 as the scaled buffs do way more damage.

I'm not going to go over the why's as this has been proven countless times before but that's the basics. But if some qq happens I'll post the why's.
