yes, it is recieved after completing one of the quest in deeja park, i think from the guy who is near the starport

Yup. I remember when I went crazy trying to get a Carrion Spat because it is the fastest mount in the game. When the NGE hit, I felt so proud of myself that I was able to get one before CH was taken out of the game. I thought I was luck to have the fastest mount in the game....... And then they put it in as a newbie quest reward... ><
