Anyone can tell me what is the max i can get in a stat in base?
And what are the stats what bost pot in a enc and hp max in a nec?

PoT is boosted every 200 power you get (i think) add to the flashing stats for more power. If you want more HP on any character add to Stamina. i would not add too much to one stat for base because it is easily maxed at 490+ with buffs and equipment.

49 and lower max any stat can go is 350, 50+ is 400. Then there are all sorts of cms that give +stat max that allows you to get stats even higher. You also do not want to raise your base to max, use your armour to do that, it is easier to adjust your armour for different situation if you balanced your used stats.
To increase your necs hp max you add to sta, or buy the hp max and HP factor cms. You can also equip hp gear.
For pot you need to increase your power pools, or buy the pot cms.

The max base you can get is 350 for lvls 1-49
Once you are 50 you can get it to 400.
Also if you purchase any stat max cm's u can get base even higher.
Have you ever tried to put tp's into a stat just to find out you need to remove some gear to do so?

Your nec hp is stam which also gives you yoru power.
pot is a % of your total power so the higher your power the higher your pot.
total max stat that is possible varies from class and MC. but total you cant go above 600 ever.

Yes it can dark, elven rangers can break 600 since they have a cm for 10 dex max.
