I tried scanning his addon list, but nothing popped out at me. What is the name of the addon that allows the splitting of the HP/MP(RP,Rage,Energy) bars and how did get that ToT health bar?

Underhood can do that and is highly customizable.
The Addon is Stuf Unit Frames, or so I'm told.

/agree. Makes X-Perl look positively cluttered!
It was stuf, and it has a bit of a learning curve to it. I just need to find my Photoshop DVD and install it, I have an idea for a skin now.

I see Satrina Buff Frames in there. Other than that, don't know.
a closer look revealed one called Statblock core, looks like only a couple of them, there are about 10 sub-addons of statblock on wowinterface. but the only evidence of it is in his modified chat bar.

Bartender4 for the action bars, Satrina's Buff Bars, kgPanels, stuf, simpleminimap, and some sort of databroker like statblock.
I guess the user is also using some sort of custom bars for stuf, because I don't see anything like it in my configs.
