This will certainly reduce the number of AFKers, but you go to a AV next week and there will still be spelunkers. The key is deterence and if blizzard cannot deter enough AFKer to stop, then their will still be relative safety in numbers.
Even getting rid of the worst 10% would be worth it - if AFK in the BGs went from something that was common to simply something that was occassional, that'd be fine.
Remember, the worst 15% of any group causes 85% of the problems - get rid of them and that takes away most of the problems.

No - it means that they're listening to us, the consumers.
Blizzard has one main objective - keep us happy enough that we keep playing the game and paying our subsciption fee every month.
The main focus is keeping the game up and running and bug free, then after that, adding new content to maintain interest.
When those objectives are satisfied, then Blizzard can focus on the little things - giving gear cooler looking graphics, fixing bugged NPCs or minor quests and policing the BGs to remove the AFKers.
Lets face it - the AFKers aren't a bug or a real quality of life issue for the vast majority of players - BG PVP is the minority, not the majority.
As such, issues with BGs take a back seat to things that effect the majority of players.
So now Blizz has the time/resources or has heard enough complaints to warrant doing something about these people.
