I'm starting with the easy bit - duplicate entries by the same username. Then emails. IP is also available to me, so I suppose if two winners had identical IP's I'd at least be querying them. (Hubby and I share an IP, so I know what you mean).
I'm going to to my very best to make it FAIR, without going completely notso over it.
