Artisan Book Drops in Isle of RefugeFollow

Are the Artisan Books or recipes that drop in the Isle of Refuge available in Qeynos or Freeport? I got the feeling that they were not because folks seemed to be making alts to come back and buy them. There seem to be a lot of recipes below 10th level that might be useful to have if you take a different artisan career path (alchemy recipes for someone who takes the Outfitter path, for instance).

I'd like to leave the island, but I want to have as many recipes as I can before I go. Okay, I 'd really, REALLY like to leave the island.
