been there for about 20 mins... stiill cant find him,
appeartly, hes in a taverm, but theres no taverm shown on the map

did you ask the guards for directions? Just right-click a guard and choose Find NPC, then type in their name and the guard will show you a glowing yellow path that leads to the npc. It doesn't work for all NPCs yet but it does for some.

I found a mention of this on the quest part of this board. It says he is a little buggy and that you might be able to see him if you jump on a table in the tavern.
Yes this one is so buggy, I had a bit of trouble with it...he seems to disappear as soon as you walk in the tavern. Here's the trick: stand with your feet just outside the tavern through one of the doors and he'll show up. Then you can talk with him.

i am pretty sure the tavern is part of the inn and it doesnt show up as a tavern on the map just an inn. They are right the guy is buggy but if you cant see him you can just run your mouse over where he is supposed to be and you will get the coin symbol. Then jsut double-click and talk to him.
The main building there is the Frozen Tundra Tavern. It's right as you come in the main gate, or approach from the docks. I've heard about the bug myself, though. Targeting may be an issue because of this.

Hello I was abble to do the quest by stending at the bar door
that was the only place I could see him from.
You move in and out and open the door you can hail him from
there. I hope this helps :-)
