In Ultima Online back then, you could purchase NQ gear from NPCs... I'd say around 75% of the time. Ressources, HQ armors and weapons, Potions, Food, ect... however had to be bought from players.
However, Player made armor (even the NQs) where sought for their longer durability and better defence points. If NPCs would sell a slightly worse quality items than the ones Player made (even NQ), it would "Drain" money rather quickly (addresses other economy sicknesses), and still allow freedom of crafting and bidding for player-made NQ and HQ
The Rare/EX stuff, everyone could get them... Assuming no jerks monopolise monster and charge for drop (at wich case you call GM on them...)
Back on topic : I will never-ever play a MMPORG that authorises RMT. There are already 2-3 i've heard of, and it sickens me to no end... Because Players all show up in SH+1 post 57, it becomes expected. What happens to the legit player that dosent want to go RMT ? It sucks.
In Ultima Online, you coudn't buy houses and Highly sought equipments because everyone ONLY sold them for RMT in the end... beleive me when I say that you *do not* want this happening in any MMPORG.
