You can get a Moongate Pass (i.e. {moon}) with a level 1 mule that hasn't done anything, if you like. There's no prerequisites to getting it other than that you're able to wander around Ro'Maeve without getting killed.
(Read: you have a healthy supply of Silent Oils for all the weapons, a few Prism Powders for golems and - in fog - bombs, sense enough not to cast any spell unless it's a song or ninjutsu, and stealth skills for finding a good place away from enemies to re-oil yourself. The dolls and pots do not aggro anything except magic.)
Well more to the point, wander around Ro'Maeve in the area behind the Moongates. You're looking for a semi-random ??? (like the ones for the Teleport-Mea, Teleport-Dem, and Teleport-Altep quests). There are a fixed number of possible locations it can be, but it'll only be in one of those at any given moment. If someone finds it, it disappears and immediately reappears in another of the possible locations. To get the Moongate Pass, just find the ??? and click on it, and you're done.
This is *much* easier to do if you get into the Moongate area by having a friend with a pass let you in. If you try to go in during a full moon when anyone can get in ... you *will* have competition who is also looking for the pass. If you go at some other time, Ro'Maeve could quite possibly be entirely empty. :P
The sole purpose of a Moongate Pass is so you can get to that Moongate area at any time you please. And the sole reason of doing so is so you can exp on the enemies there (they're teeth-grittingly "okay" at 75 if you kill nice and fast, but are good exp around 72). Because of how the pass works, only one person in the party needs to have this, and everyone can get it.
Sky, however, everyone has to have their *own* access.
