Do all of the kills have to be done in order? In other words, if I see a mob up that gives a flag, can I be in on the kill, and hail the planar projection, and then have it count once I get to the point that I need that flag for progression?

depends some you might need a Pre flag done for it to count.
Planar Progression was originally intended to happen in a certain sequence.
but it got changed later on but some parts might still need to be followed in an Order.

My understanding is most of it does not however it can become a huge mess trying to go back and get each and every flag if you don't do them in order.

My main concern is, there are 29 raid kills that are needed, with 3 days spawn timers, which means, I'll catch them when I can. So if the order really matters, then that sucks. Everything else can be done whenever convenient, so no big deal, those can be done in order.
