Does the new expansion allow the cap to be moved to say Level 75 or will it stll cap at 70.

I haven't seen anything on that.....
I dont think so, if that were the case they woulda made a larger dealabout it I think.

Typically, things like this will be selling features, and listed on the expansion website.

Checking the DoD website, it has no mention of any level increases, so it's safe to assume that the answer is no.

I'm sure they would have mentioned it in ads if they were increasing the level cap.

I could be wrong but during the Dev chat discussing the new exp they said there would be no lvl increase just new aa's

Yep, developers at the fan faire said no level increase, just new AAs. That's confirmed.
