Running the Lavastorm quest Welnik's Picks and Ore on Xegony server. Ran the first part fine and I received the belt, but when I went to turn in the ore in excchange for the ring, Welnik told me to come back later.
Has this quest been killed?

He gives out the reward based on a timer. If someone has just gotten the reward you have to wait, maybe an EQ day? (72 minutes) to get him to give out another reward.
What I would do is camp him, so no one else can do the turn in. Try to turn it in every few minutes and make it known if anyone shows up, that you are first in line.

When did you do the belt part? I thought the quest ended with DoN's release.

I did all four parts just three days ago. The quests are still working fine.
They are on a timer to prevent exploits as Dothammer said and it is quite easy for a porting class to get back from Ak'anon before the timer expires.
The timer is necessary since it would be very easy to do the ring part every few minutes and sell the resulting ring to a vendor just a few steps away for almost 120pp.

Thanks, everyone, for the information. I was able to finish and get the ring. I had tried for about 1 1/2 hours before I posted the question here, so the timer is longer than 72 minutes but not sure how much longer. I actually did the fiery ore turn in almost 24 hours after I given the collect ore portion of the quest.
last i knew of the quests were set on a 1 hr timer. all 4 still working as of 8/24/2005
