Augments are items you can loot or purchase through the Lost Dungeons of Norrath expansion. They can add stats, procs, effects, etc to items. When you get an augment, you have to choose which item you wish to put it on (and which can hold it; not all augments fit into all items) and combine them in a container located at each camp. Once combined, the item reads as "augmented" and shows the new stats, plus you can click on the augment item itself and see what it does.

You either loot them in a dungeon adventure via the Lost Dungeons expansion or else you collect "adventure points" via the same expansion and buy them off of special merchants.

The ones you loot are mostly small buffs to stats and rarely +mana or +hp. The ones you can buy run the gamut from stat buffs to ultravision to weapon procs to flowing thought, regen, etc. Note that many of the buyable ones can only fit into gear you also have to buy at the same merchants with points. The dropped ones fit into any bit of gear.
