Does anyone have two seconds to explain how the not so new melee skills work? Would be much appreciated. Thank you.

You buy the book from vendors in the PoK library. YOu then turn the book in to your Guild Master. Hit alt-c to open the discipline window, and make a hot key. When you want to use the discipline, hit the hot key.
They are on a timer, so it will remain grayed out for a while, then you can use it again.

You can also buy melee skill tomes in the East Commonlands tunnel near Shady. The tome dealers are clustered around the wagon on the back-right side of the grotto.
I believe that you will need to visit both PoK and EC to get all of the tomes for your class, as I seem to recall only being able to buy one of the disciplines for a 27 warrior in PoK.
